Profile of the Third Chinese Enterprises Outbound Investment Conference

5. Objective:
Assisting Chinese enterprises’ efforts to cope with the current financial crisis, encouraging and facilitating them to invest globally in accordance with China’s Go Global Strategy.

6. Content:
a. Introduction of policies, laws and regulations aimed at encouraging and assisting Chinese enterprises to take advantage of the current global recession to invest globally by senior officials from state commissions and ministries in charge of outbound investment;
b. Introduction of updated investment environment and opportunities in foreign countries by representatives of foreign embassies and general consulates in China and other investment promotion organizations in those countries;
c. Experience sharing of the successful Chinese investors to foreign countries;
d. Introduction of investment service available and exploration of technical issues in international investment from professional consulting service providers.

7. Activities:
a. Opening ceremony, plenary session (policy release and introduction of consulting service);
b. Parallel seminars including sector-based seminars on mining and energy, agriculture, science and technology international cooperation, region-based seminars on Canada(M&A, Energy Investment), Britain, France, United States, etc;
c. Exhibition booths for investment service providers (a few);
d. Welcoming banquet and networking.
8. Participants
It is expected that there will be around 600 participants from Chinese enterprises intending to invest globally, Chinese government agencies, foreign embassies and general consulates in China and other investment promotion organizations, consulting service providers home and abroad including accounting firms, law firms and consulting firms, chambers of commerce, industrial associations and trade promotion organizations home and abroad.

Some sponsorship opportunities are available for consulting service providers home and abroad and foreign investment promotion organizations. Whoever are interested are welcomed to contact Economic Information Department of CCPIT.

10. Profile of the First and Second Chinese Enterprises Outbound Investment Conference
The 1st and 2nd Chinese Enterprises Outbound Investment Conference hosted by China Council for the Promotion of International Trade (CCPIT) and Ministry of Commerce, have been successfully held in May 2007 and April 2008 respectively.

The conferences were composed of Opening Ceremony, Forum for Government Agencies, sector-based seminars on mining and energy, agriculture, electric power, region-based seminars on Canada, UK, US, Germany, etc, as well as exhibitions of consulting service providers home and abroad.

Over 1200 participants attended both conferences. They were from Chinese enterprises, Chinese government agencies, foreign countries’ embassies and general consulates and other investment promotion organizations, consulting service providers home and abroad, CCPIT Sub-Councils and media.

During the past two conferences, senior officials from National Development & Reform Commission (China’s top policy planner), State Administration of Taxation, Ministry of Commerce and China Export & Import Bank introduced the latest policies, laws and regulations on encouraging and assisting Chinese enterprises to invest globally. Ambassadors of US, France, Brazil, South Africa, South Korea, Ukraine and Cambodia to China, senior diplomatists from another six countries’ embassies in China and senior governmental officials from France, UK, Hong Kong were invited to introduce the investment environment and opportunities in their countries and regions. Specialists from investment service providers including law firms and consulting firms introduced the packages of service they can provide to those potential Chinese investors and discussed about some important issues in investing abroad. Some Chinese companies which have successfully invested overseas shared their investment experiences with audience. Mr. Jean Chretien, former premier of Canada, was also invited to participate and make a speech in the 1st conference.

The participants were active in raising a lot of questions to the speakers, which showed their interest and attitude in going global. The conference also drew a lot of attention from over 50 national-level media and local media that sent journalists to the conference for reports.
